Using a screwdriver, rotate the shaft, this will pressurize the valve enough to pop out the bronze spacer. Remove the pressure seal. Replace also the O-ring #33 since you will be disturbing it as well. One thing I always mention to guys when they have this problem is to avoid pulling yourself up/onto the tractor with the steering wheel.

It could be as simple as a loose fitting, or a leaking hose connection or bad seal in the steering wheel box. The steering column cover has to be removed to check it out.
