Somewhere in that range is where max torque resides and this is what really gets the work done. Running at higher throttle only wastes fuel and really doesn't produce more work. The progressive nature of well setup pilot controls also compliments a foot throttle. I havent seen a wheel loader run constant full throttle so I don't see why a modern skid should.
